mortgage early renew

I have a question about mortgage early renew: now mortgage rate is lower than one year ago. I want to do early renew, can I
1. change from a fixed closed mortgage to a fix+variable closed rate mortgage?
2. Is there penalty to do early renew?

yes you do have penoalty, you have to ask from your own bank. and for the if you change lender, you have to pay lawyer fee. more detailed. suggest you find broker let them work for you.
