Here are a few free personal finance tools:
1)
www.mint.com
This offers some free personal finance tools online. It is easy to set up spending categories and set budgets.
2) Microsoft Money Sunset Edition
Microsoft discontinued this Microsoft Money product which I use for my own personal finance tracking as it can use it to download statements from my bank accounts and credit cards directly.
It was a fine product but they are no longer supporting it and all these nice online features are being disabled. Microsoft is still kindly enough to offer a standalone version of the software for new and current users of Microsoft Money.

I may not use it personally because I can still manually key in data in the old software which I have to do anyways with this Sunset Edition.
3) Use Microsoft Excel or Google Doc [Spreadsheet]
If you are a google spreadsheet user, check out some freely available templates on budgets and personal financial planning. You may find some that suit your needs.
4) Spending Profile

This is developed in Ottawa, by the way.
