a question about insurance

I saw some small scratch on my car this morning.
My insurance coverage has the benefit called "Hit and run".
I called this morning, they told me I have to call police first.
My question is will that charge me to call the police and how can I call the police - just call 911?

911 only take care of emergency matter.

But I have bought "Hit and Run", That should be zero deductible.

I have signed 2 years' contract with my insurance company. So I don't think they will increase my insurance during these two years.

Could anybody tell me how to fix some small scratch on the body by myself?
Is there any difference with the appearance after I fixed it?
