Are we ready for the Leap year ?

The National Geophysical Society of Great Britain has confirmed that 2007
will be a leap year. "The reason is quite simple," explains Loof Lirpa,
Director of Advanced Future Timing. "Over the years, Daylight Saving Time
has been applied asymmetrically across the year - almost invariably the
"summer" component has been longer than the "winter" component. This has
led to a fraction of an hour being subtracted from the length of a day
(because clocks go forward at the start of Daylight Saving and back at the
end of it)."

All these fractional hours have added up and have had a disastrous effect on
the world's migratory and hibernating wildlife. The Peruvian Brown Bear,
for example, has taken to waking up a day early on average while the
Canadian godwits, peewits and arfwits have been flying south for the winter
a day later. The interaction between the Canadian birds and the Peruvian
bears is too well known to need explanation here.

The solution is very simple, says Lirpa. An extra day needs to be added to
the year during the northern hemisphere daylight saving period. The end of
March is the clear choice and so there will be a March 32nd, 2007. There is
a possibility for some disruption to computer systems during this period
though it is felt to be insignificant - the total cost to the world's
information technology industry will be less than 10% of that involved in
the Y2K exercise.
