By "In North America", who do you speak for? Who made up these rules that you just stated? Can you give me the official source? And oh by the way, what do you mean by 140K/year,240K/year? 140000 KMs a year?Is that a typo or what? or just that you have problem counting the numbers? My suggestion is if you are trying to be authority or pretend to be, then don't make these stupid mistake, don't spell "mileage" as "milage".
To me and to most of the people here i guess, 170000 KM is high mileage. So my point is the seller中国微笑 is being way too greedy and stupid here, and you for some reason, reflected the same.
Just out of curiosity, so don't take it personally, thank you.

1. You can check any book of "Used Car Guide" or "Used Car Purchasing Guide" in Canada or USA, All of those guides define the low milage car as less than 14K/year and high milage car as more than 24K/year. Or you can go to any dealer in Ottawa, ask "Is it a high or low milage car for a year 89 170K car?". Any common sense guy will tell you that it is low milage car.
2. Looks like you are still struggle with English. It is not weired for me. Consult your language teachers or look up the dictionaries. You will know that milage = mileage, same word in different spellings.
3. Don't just put any special quotation here. It is lowest one for some reasons. That may mislead somebody else. Your $900 case was from AutoTrader. I can also list the highest one from AutoTrader too:

You are right it can be spelled "milage" too, my bad here.
But no thanks I don't struggle with English, I struggle with stupid ideas. And I don't need to consult my language teachers 'cause I don't have any, do you?
Any common sense guy will tell you that it is a high mileage car 'cause when we talking about a 1989 car, only the total mileage counts, oh,for guys that have common sense, of course. It doesn't matter how many kms the car has been driven each year, 'cause every car has a limit, let's say 200 kms for example(not to be exact here), so when it hits 200 kms, it's dead, doesn't matter even if it only has been driven a low low low 1 KM /year, for hmm, 200 K years. Got my point?
$900 is lowest i found on autotrader.ca, and $3,850 is the highest you can find, so let alone these extremes, Check this out, can you find any other cars priced higher than $2700?
