Over a 15 year period from 1992 to 2007, Derek Ireland participated in a large number of consulting assignments in China that were conducted for the World Bank, the Asian Development Bank, CIDA Inc. and various national and local government agencies. These assignments encompassed various subject areas including urban, regional and rural development, infrastructure planning and financing, regulatory reform and China’s many environmental challenges. His consulting studies took him to different provinces and cities in nearly all parts of the country. For example, Derek conducted urban, regional and infrastructure planning in
Shanghai, Tianjin, Changsha, Guizhou, the Pearl River Delta and Hebei province, studies on sustainable development, biodiversity conservation, and agricultural and rural development in Yunnan Province, and preparation work for an ADB loan on biodiversity conservation and tourism development for the Qinling Mountains near Xian, Shaanxi Province.

During his presentation, Derek will share his thoughts and perspectives from his many months and years working and learning in China. Particular attention will be given to the policy and other changes he saw over the 15 year period, the important differences between China’s regions and provinces, and the possible implications for Canadian business opportunities and strategies in the People’s Republic of China. His presentation will close with some remarks on recent policy developments and what these may mean for the future development, growth and wellbeing of the Chinese economy and society.

Derek Ireland has been working in the Canadian public and private sectors for over four decades, and has a BA in Asian Studies and Economics from the University of British Columbia, an MA in Economics from Carleton University, and a PhD in Public Policy also from Carleton University which he received in 2009. He currently operates a small consulting firm in Ottawa and teaches at the Arthur Kroeger College at Carleton University.
