ESL for parents

Does anyone knows if parents are residents in Quebec, where can they take ESL?

I lived in Montreal about 16 years and have been living in Ottawa 2 years. What I know to learn English or French are:
1) Quebec side: only supply free French course and no chance to take free English course. This is Quebec law.
2) Ottawa side: you can take LINK or other very quality English course at Chinese community center. Address: 381 Kent st.
