OTTAWA — “Private” parking enforcement should be overseen by the city, a committee of councillors decided Thursday morning, a move that would make all tickets on private property legally enforceable but give the city the power to license the people who give them out. There are three kinds of parking tickets: Ones issued by city bylaw officers are typically for illegally parking on public property. The city has also “deputized” some employees at institutional parking lots (such as at hospitals and universities) to give out city tickets that the city will enforce, in exchange for a share of the revenues.
