OTTAWA — City lawyers are readying for a second battle before the Ontario Municipal Board, preparing to defend their urban planners’ arguments about where 850 more hectares on the suburban fringes should be opened for development. They lost a first round before the tribunal, which can overrule city planning decisions, when city council voted in 2009 to open only 230 hectares for construction in spite of their planners’ advice. Ottawa needs 850 hectares to meet demand for single-family homes, the board ruled in the spring, and since then planners have been reviewing their work to check that their original recommendations make sense. Those include additions in Kanata, southwest Barrhaven, south Gloucester, and east Orléans, and the only change in the last two years has been a tweak to a parcel of land near March and Klondike roads in north Kanata.
