The Royal Ottawa is seeking federal and provincial money for a 40-bed women’s secure mental health centre in Brockville, to offer female offenders the same treatment men now receive. For the past seven years, the Royal Ottawa Health Care Group has been operating what has been called a “one-of-a-kind” secure treatment centre in Brockville for provincial offenders who have been diagnosed with a mental illness. The 100-bed facility has been so successful in reducing recidivism the ROHCG wants similar treatment for female offenders, who are generally more prone to mental illness. The proposal is to construct a new building at a cost of $33 million on the grounds of the Brockville Mental Health Centre, or to renovate an existing building for about $24 million. Clinical operating costs are estimated at about $7.4 million. But two years on, nothing has happened.
