请教高人：美国人可以在加拿大银行开个帐户吗？

请教这里精通银行业务的高人：家里有个亲戚拿美国护照，但目前定居在欧洲南部一小国，那里最近经济动荡比较严重，他们想转一部分钱到其它国家的银行（<100K USD）。请问这种情况可在加拿大开个账户吗？
具体背景：夫妻俩，科研工作者，50岁左右，无孩。丈夫美籍华人，妻子欧洲小国人。不愿意在美国银行开户（牵涉每年报税问题）。
如果不可以在加拿大银行开户，是否可以将钱汇入我的账户，如何操作比较稳妥？
