From concert hall to office tower: New plan for 150 Elgin foresees commercial complex

OTTAWA — A development at one time intended to house a downtown concert hall has been redesigned into a new building with no residential units and less public space and weekday parking than the old one, a city report says. Plans for the Morguard Elgin Ltd.-owned property at 150 Elgin St./31 Gloucester St. have changed from a mixed-use development with a proposed 900-seat concert hall, office space, residential units, and an underground parking garage, to a commercial complex and office tower, says a staff report to go to council’s planning committee on Tuesday.
