Police have been without a contract since Dec. 31, 2010. “We’ve exhausted all our efforts with the Police Services Board,” Ottawa Police Association president Steve Boucher said Saturday. “We weren’t able to come to a conclusion with them and now we are discussing what matters will be referred to arbitration.”
