我曾问过city居民区路边停车3小时限制的问题，回答也是有人举报就执行，没人举报就可以。

这是很正常的

那么多路，市政府不可能雇足够的人随时都管起来

如果没有人行道的property, city 有easement,可能你整个草坪都不能按照私有财产来

City bylaw有规定。。。虽然是你的草坪，但是有一部分是不能铺砖的。。。Right of Way。。。他的property line和马路牙子之间的地是City的。

这个问题已经发生好几次了，邻居不举报，bylaw不来查，邻居一举报，city必须来人啊。。。

今天早上市长说，铺砖之前要咨询city bylaw。。。有议员说要组织landscaper们学习，将来要追究他们的责任。。。

他家都铺了砖，雨水没法渗到地下，加重了stormwater系统的负担，对守法居民也不公平。。。所以以后交雨水税时也是个问题。。。

只要修改摆诺规定，一旦违反就要罚款，估计就可以喜迎市政府主动检查了

市政府只要本着有举报就查的原则，估计问题不大

就是说靠近马路牙子的那部分土地属于市政府，不属于property owner, 叫boulevard. 市政在那个地方种树走管线。那在那地方上的driveway 由谁维护，例如补沥青

似乎从理论上讲，那地方补沥青违法，应该保持非地面硬化

Has nothing to do with easement. Mostly about water drainage. Imaging everywhere is hardened, rain water has no where to go and will flood the whole street.

村里几乎所有建筑商的样板房都有interlock硬化，这个案例是邻居举报产生的。可能对同一条街上的driveway两边的 interlock, city看了也不会管。

Bylaw 有规定，这类interlock视为driveway的拓宽，宽度不能超过一定限度（6英尺，1.8米）。。。他家应该是超过了半个圆圈的宽度。。。所以要拆。。。

他家不是第一个违规被抓的。。。可能损失大些。。。巴屯前两年也有一案例。。。他家也不会是最后一例，还会有人“顶风作案”。。。
