Depend on the project and what you do. More importantly, it depends on your networking. the 2 guys sitting besides me, are @ ~200/h and 130/h, for last 3 years, and they were requested by the client and given the job.

It's true. some VP and DG are hired back as consultant after retired even got paid higher than that. There is always someone make more than you. But I am only concern about market level.

"Many civil servants are contractual and those on contracts should definitely be worried. That's an easy way to reduce the civil service. You just don't renew the contracts."
