Bear in mind that most CS3s are supposed to be team leaders or project leaders. They are expected to manage the team and/or ensure the project delivery, rather than putting hands on keyboards. CS3s do not necessarily have the capability of being senior developers. Many “soft” skills come to play though such as the skills of project management, team management, communication, negotiation, conflict resolution, etc. Comparing to team/project leaders’ salaries in private sector, you might agree that people in FEDS may be underpaid.
I cann't image those CS3 or even CS4 are capable to do any "project management" at all. They know nothing aobut critical path, gantt chart, integration, risk, you name it. They manage their team, which produce nothing but problems, then they hire a consultant team to clean all the mess up. Yes if bullshxt is kind of soft skill, they do have plenty of it. A successful project typically delivered by a team without employees.
