The solution would be simple, cut all these non-essential service, and charge user fee. Nepean city used to do that and has surplus. City of Ottawa is a monster and hire too many people (over 16,000 maybe).

Size is just one factor for house price, locations is another important factor. Maybe your townhouse is in a better location like centrepoint point. Anyway, that means your house price is not half price of his even though the size is.

靠，俺家的孩子上私校，从来就不用那校车，也得交地税，真TMD交得冤。 应该上私校的免地税，或免去学校的那一部分地税。整个就是抢钱。

That is the point. It is better to maintain the essential service like police, snow removal, some education, and charge the rest as user fee. That will reduce the tax and avoid waste. You won't like others to tell you how to spend your money.

I like this idea, however, I remember the green bin fee is not included in the tax but everyone has to pay it regardless if you use it or not.

That is just an excuse for the city to collect money, the major promise not increase tax more than 2.5%, so they start to charge fees like green bin , and now the water. I do not mind paying some of these fees, as long as if you lower my property tax by a large margin.

拿地税来说吧，过去五年由于房价上涨，市政府收入至少增加了３０％，还是不够花。
现在要修上下水管道，又加水费了。
有几家过去五年收入增加了３０％的？
政府花钱大手大脚，没钱就加税加费。没招啊。
