渥太华的春天是臭的

I say this as we walk down Laurier Avenue, near lovely Ottawa U. What I was pointing at was the grit, the dirt, the mud that was left under the snow, when she points to the lawns on the right and asks why nobody cleans up after their dogs in the Winter.
I look to the right and notice that the largest distance I can see between poop piles is roughly one foot. It's absolutely everywhere, and now I'm starting to wonder:
What is it about the snow that makes people stop cleaning up after their pets?
And it's not just pets either, there's trash too. Do yourself a favour and look over the railing at Mackenzie King station, down onto the lawn next to the DND building. This is prime downtown Ottawa here, and it looks like a dump.
You don't see this kind of litter during the Summer, or maybe you do. Maybe it just doesn't get cleaned up in the Winter, and this is the cumulative result of four months of business as usual, re: littering.
As we approach the part of the year where everything smells like thawing dog poop (tonight's rain, and next week's +0 temperatures will probably do it) I really start to wonder why people don't care, so much.
