说实话，我根本不担心没工作。我看到的事实是他们一步一步进行着外包的计划，如果外包能省钱，那也是个事情，事实是完全不是，我看到的是更大的浪费。说的好听，浪费更多纳税人的钱财，这才是令人厌恶的事实。

Whether there are more contractors than before, I do not have data to support one way or the other. I know someone who has been a contractor working for the government for 20 years. and he did not find that there are more contract positions than 10 years ago.
These days, contractor cost may have been lowered. my friend is making $75 less per day than 15 years ago. His daily pay had never increased since the 90s and had been decreasing year by year. of course, he is not advertising it, out of pride.
And one of his peer contractors quit being a contractor a few years ago because the rate was too low for him. I know a good percentage of contractors are paid less than the salary of a CS3 or high end CS2 in IT and they do not have any benefits, they have to pay their own drug insurance, vacations and holidays.

Also, the cost of contractor position depends on the RFP bidding process. People running the departments can control the cost of contractors by choosing lower bidding firms.

the mean thing is budget to run the government. If the budget is tightened up, then 浪费就少了。其他的都是不好说的事。如果执政党减少budget， 那政府部门就必须勒紧腰带，少用contractors或少有不必要的开销。如果执政党增加budget，那政府部门少有不花完的。

The answer to all your 3 questions is YES.

Agency抽头挺多的，到合同工手里就少了很多。有的情况中间有2个或3个Agency，到合同工手里少一半。
但用Agency是政府为了避免贪腐的一个手段。没办法。A necessary evil. 这就是为什么我那朋友现在赚得比以前少很多的1个主要原因。但政府在他这个职位上的开销有可能都有增加，较比20年前。

Are agencies really necessary evil? Can they effectively 避免贪腐? I do not think so. But that is the mainstream thinking.
I think, If the middleman agencies are removed, the government can immediately realize at least 20% ( in most cases, more) savings and can still get the same quality contractors.
