等候时间长 is general issue。 等候时间当然越短越好。但这只是个理想。等候时间长,就砍掉一部分等候的孩子,这是个好东西?而不是想办法减少等候时间?这办法很好。
这也不仅仅是有钱没钱的事,记得Onarior Heath care 已经是buget的41%。 作为病人/家属当然希望钱越多越好。这个有点道理,说到底还是政府没钱。

Thanks for your comments, I read them carefully, even I really don't know what is right. It's much better to have everyone think the topic individually according to all aspects.Highlights of the new program include:

What I know (about 2-3 weeks back) is, suddenly "lots of" spots of IBI for children under 4 appeared, since most of the kids in IBI previously were transferred to ABA at one shot. It is not "gradually" at all. I totally don't understand how could parents or ABA therapists can handle this. I personally think the old kids should be given at least 6 months to transfer to ABA. The reason I double quote "lots of" is, I heard there are totally about 80 spots in IBI; only 80 for a city with 1m population.
- Reducing wait times so children can access services sooner
- Transitioning to the new integrated autism program by:
- Focusing Intensive Behavioural Intervention (IBI) services to children in the appropriate developmental window: ages two to four
- Gradually transitioning children five years and older currently receiving IBI to more clinically appropriate Applied Behaviour Analysis (ABA) services
[ishare] The current program also give parents a choice to either receive a fund (not one-time), or service, so I don't know what this $8,000 one-time fund means. I may need to google around to see if there are any family already got this.

I have to say, in my very personal opinion (since I only have very limited data for the change), that the current provincial government is doing something under the table regarding health care (not only autism). My wife, a RPN in a complexity-care hospital, told me that recently they have lots of empty beds, which never happened before since waitlist is long...... I don't know if the provincial government is cutting the cost on this too without any announcement,
I don't think these guys belong to government, and it's obviously the parents who have kids 5 years and older are very angry and the parents who have kids younger than 5 will be happy.[ishare] I highlighted the titles for all the commentators. Mostly like they are "part of government", but not parents of current IBI serviced kids.
