nobody can prohibit you washing cloth in your apt unless it is specified in your lease. In theory u can make ur apt floor as wet as you like, as long as u don't let water outside ur apt. however, ur landlord can also ask u to leave provided appropriate advance notice is given. so it really depends on which side is in a weaker position and more likely to compromise. good luck.
