Wasn't it clear enough that the term "they" refers to this OECF Canada posting?

In my opinion, by posting this message here, "they" are targeting a specific group of potential donors in Canada, and, as such, "they" are raising funds from Canadian sources from within Canada. And this is not legal, I believe.

And by using the ID "OCEF Canada", people are confused if not manipulated.

Well, I know doing things online is taken advatange of here. But posting such a fund raising drive here is different from online shopping or @facebook, I am sure.

It sounded as if you were a legal representative for OCEF. If you had the interest or luxury of time, we could visit a local CRA office to get this sorted out and clarified.

亲爱的朋友:

海外中国教育基金会(Overseas China Education Foundation, OCEF)是一群海外学
子于1992年创办的民间组织,是在美国注册的非宗教性,非政治性慈善团体,OCEF的唯
一宗旨是帮助中国国内贫困地区的孩子接受教育。OCEF至今资助了两万六千多人次(每
学期每生计为一人次)的贫困中小学生,以及2000多人次贫困优秀高中生上学读书。仅
去年一年,基金会就资助了5977名贫困中小学生,1089名贫困优秀高中生,196名贫困
教师,并资助兴建了4所学校校舍和26个农村学校图书室。OCEF的所有工作人员均为无
偿工作的义工,去年的营运费用仅为捐款总额的4%。受今年经济危机影响,我们上半年
的捐款总数只有去年同期的42%,许多助学项目可能因此受到影响,从而减少资助规模
和力度,这是我们不愿意看到的。$50美元就可以帮助这些孩子走进课堂,我们希望能
帮助更多的孩子。

我们也在尽我们所能扩大宣传和捐款。OCEF参加了今年Facebook举办的America's
Giving Challenge慈善募捐竞赛。此次活动鼓励更多的人关注慈善团体,在一个月的竞
赛中,捐款人次最多的慈善团体将赢得$50,000的大奖,每天捐款人次前两位的组织还
将赢得$1,000和$500的日奖。整
个活动于10月7日开始,并将于11月6日结束。

OCEF在10月17日才参加此次活动,但是在各位热心朋友的支持下,很快脱颖而出,捐款
人数达到3,700多人次,捐款金额超过5,4万美元,累计赢得了七天第一以及两天第二,
并在总排行榜上位居第一。如果我们可以保持领先到11月6日,我们就可以为乡村孩子
们赢得最终的5万美元大奖,这也意味着我们能多帮助一千名失学儿童重返校园。但是
,有些慈善团体在美国主流社会影响巨大,虽然参赛晚,但是上升势头强劲,OCEF现在
的优势并不能保证我们最后可以取得冠军,我们需要广大热心朋友的支持。

捐款无需Facebook账号,只需访问

点击绿色的"donate"按钮,选择捐款额,然后用信用卡完成捐款即可。特别需要注意的
是,每人每天只能捐款一次,每次最低捐款10美元。在这里“天” 指的是美国东部时
间下午3点(美西时间中午12点)到第二日下午3点。此次活动是按最终捐款人次而非金
额来排定名次的,所以如果您想捐助20美元以上的话,我们希望您可以把捐款数目分成

Dear friends,



Overseas China Education Foundation (OCEF) was founded in 1992 by a group of
students in America; it is registered as a 501(c)(3) charitable
organization. OCEF is non-governmental, non-religious, and non-partisan; our
sole mission is to afford basic education to ecconomically disadvantaged
children in rural China. Since its inception, OCEF has sponsored more than
26,000 Grade 1-9 students and over 2,000 high school students. Last year
alone, the foundation has helped 5,977 children to attend primary and
secondary schools and 1089 children to attend high schools. We have also
supplemented the income of 196 teachers and built 4 schools, 26 libraries in
poor rural areas.



OCEF is run in entirety by volunteers; no one in the organization receives a
single penny in compensation. The operating expense for last year accounts
for just 4% of the donations. Due to the global economic recession,
donations in the first half of 2009 fell by 58% compared to the same period
last year; many projects could be adversely impacted. We especially do not
want to see sponsored children dropping out of school. $50 a year or just 13
.7 cents per day can keep a child in school. With your support, we hope to
change the lives of even more children.



We are participating in the America's Giving Challenge. It is a 30-day
national campaign to encourage participation in charitable causes. The
participant with the highest number of unique daily donations from 10/07 to
11/06 wins the grand prize of $50,000. There are also two daily awards: $1,
000 to the cause with the most unique donations and $500 to the second place.



OCEF entered the competition late on 10/17, but with the support from people
like you, we have received over 3,700 donations for more than $54,000. We
have won 9 daily prizes and are currently the leader of the overall
challenge. The competition is becoming more intense with several causes
surging in recent days, we need your help to maintain our lead and to win
the grand prize. $50,000 can keep 1,000 children in poor rural areas in
schools; we want it, they need it.

本不想多说,暗示一下就算了。可有人却放着明白装糊涂,拍案叫板,不得不多说几句。

无论这个组织在美国做得如何成功、如何奉公守法,他们的财务管理如何完善,都不能使得他们在加拿大的募捐活动具有合法性。

他们不可能不熟悉加拿大的法规。明知故犯,难道不说明点什么么?

其实,想证明他们在这里活动的合法性,很简单。报税的时候,用上他们给的收据。如果CRA接受,就证明他们是合法的。

这同捐款者无关。作为热心人,捐款,值得赞颂。

I really like words "In my opinion", "I believe" from you. You can refer to whatever fact as you want. But for anything you are not sure, please let people know that is your opinion.
To me, "they" are not raising funds from Canda, they advertises this activity here. Money is not going to any of their personal account here in Canada.

I am not a legal representative for OCEF. I am just a donor. It is good for you to remind people about any possible frauds. But please be sure what you say is based on fact. I believe if you have friends doing volunteer work in OCEF, you might get more first-hand information. I am standing out to support this activity, because your comments are not true and are unfair to the hundreds of OCEF volunteers. Personally, I really think you give lots of good advice or comments here in CFC.
 
Are you sure the receipt was issued by OCEF Canada? Seems impossible because " ......。目前OCEF在Canada 还没有成功注册。...... see post #20". How did you file tax return with Revenue Canada using the receipt? Really confusing. Please clarify.

I am not a legal representative for OCEF. I am just a donor. It is good for you to remind people about any possible frauds. But please be sure what you say is based on fact. I believe if you have friends doing volunteer work in OCEF, you might get more first-hand information. I am standing out to support this activity, because your comments are not true and are unfair to the hundreds of OCEF volunteers. Personally, I really think you give lots of good advice or comments here in CFC.

I could well be an OCEF supporter and dedicated donor. This is not a problem at all. We all should give something back to the society and the world we live in as there are so many unfortunate people out there who need help.

The only concern in my mind was if it was Okay or legal to do things as this posting does. When we received receipts, we should not claim them in our tax returns as there are special requirements and regulations that guide this whole area.

We all try to be good citizens and to start with we all want to follow laws and regulations as well as common sense.

Bottom line: 帮助OCEF赢得这个challenge,能挽救一千个孩子读一年书!说不定也因此而改变他们的一生呢。

捐款会有收据,但不能在加拿大报。这次facebook上的活动恐怕不会有收据。

加拿大登记一个合法组织不容易,主要是没有足够的人和时间。所以我们需要更多义工。
