pay the bill, forget about it.
1) In this area, you are not the first case, by the common law tradition here, unless it is highest court on the land. The court would follow the provious case. So you wouldn't win.
2) Church should not allow you to park there, because their insurance wouldn't cover the your car unless you are visting or working in church. They also couldn't give you a parking permit, because it would be running a parking bussiness without permit and insurance. The church would find out that they would be responsible for your car because it is on their land, but their insurance wouldn't cover it. You would lost your parking if they look into it seriously.
So keep it quite.
