OTTAWA — A sentencing hearing for an arsonist who torched an Ottawa folk café was abruptly adjourned Friday when the judge said he wasn’t sure he could accept a respected psychiatrist’s opinion about the lack of availability of programs for mentally ill inmates in federal prisons. Ontario Superior Court Justice Colin McKinnon said the testimony of Dr. Reghuvaran Kunjukrishnan “seemingly completely contradicts” evidence he has heard in other criminal proceedings and “flies in the face” of publicly available materials posted online by the correctional service.
