The arrangement the city is using to spread the cost of the planned light-rail system out over many years could end up costing it part of the $600 million the provincial government has promised for the project. According to documents released to the Citizen under access-to-information legislation, the top officials working on the rail project were worrying about the prospect as early as last summer before a phone conference between city manager Kent Kirkpatrick and Infrastructure Minister Bob Chiarelli. The exchange occurred July 26, a few weeks after Mayor Jim Watson announced the planned downtown rail tunnel would be moved and straightened and built more shallowly to keep the project on its $2.1-billion budget.
