Former puppy mill operator agrees to two-year ban

OTTAWA — A West Quebec breeder accused of running a puppy mill is barred from owning a kennel for two years under the terms of an agreement with the provincial government announced Friday, but Charlene Labombard said she had been “blackmailed” into admitting her guilt. “There really wasn’t anything wrong here,” she said. “But you can’t afford to fight the government, you can’t afford to fight the bureaucracy. You can’t do anything but sign the papers that say you’re guilty, and you know in your heart that you weren’t.”
