Crack dealer who brought three-year-old to drug deal given house arrest

A drug-dealing father who showed “appallingly bad judgment” by bringing his three-year-old daughter to a crack deal was sentenced to two years of house arrest and probation Monday. Ironically, it was Terry Phillips’ role as caregiver to the now six-year-old girl and her 15-year-old autistic brother that played a major role in keeping him out of jail.
