Is Level 3 drought in Ottawa region’s future?

Now that the Rideau River watershed is in Level 2 drought, can Level 3 — with its mandatory water restrictions — be far behind? That question’s in the air following the Rideau Valley’s Conservation Authority’s declaration Friday of a Level 2 drought for the first time since 2001. Given the parched conditions so far this month, it’s more than idle speculation.
