Local economist probes government efficiency with fake address experiment

An Ottawa economist is betting the speed with which a country returns a letter to its sender is a pretty good indicator of how efficient its government workers are. Alberto Chong, a professor at the University of Ottawa, joined with researchers from around the world to conduct the experiment in 2010.
