Ottawa police have laid three fraud-related charges against the former treasurer of Rockcliffe Park Public School’s parent council. Mark MacDonald, a retired Canadian Forces officer and former defence industry executive, has been charged with fraud over $5,000, possession of proceeds obtained by crime and obtaining funds under false pretences.
