请问一下房子出租后水电气住客负责改名的问题

我是房子主人，以前我自己负责Utilities账单。目前我把房子出租，让tenant自己名下付账账单。有几个问题

1. 比如现有tenant在2013年6月30日搬出去，新tenant在2013年9月1号搬进来：
是不是水电气在7月-9月间都停掉了，都不能用？

2. Hydro Ottawa和Enbridge网站上都有一项 Moving但选项2个，我都不符合：

-》Moving from a rental unit
-》Selling the property

到底怎么办？

2. Bills are transferred into the tenant’s name(s). This creates a new account in the tenant’s name. A new account fee is charged for the creation of the new account and billed to the new tenant. When the tenant vacates, the billing is redirected back into the landlord’ name unless documentation is received to support a new tenancy (with vacancy period – see below). Each time the name on the account changes, it is considered to be a new account, and incurs the new account fee.
