我自己找到了，发了一封email去问魁省移民部就搞定了

Hull: 771-7620 30, St-Raymond Boulevard at Hull

free for immigrants,but you have to submit registration fee and fees for books

如果读full time的话，有什么好处么？能否给些补助什么的?

如果是移民，登陆加拿大未满三年，读full time 可以拿补助

当然要收入在一定水平以下，具体收入要在多少以下就不是很清楚了。
