A jail guard at the Ottawa-Carleton Detention Centre was fired and charged with assault causing bodily harm after a brain-damaged prisoner had his head split open when he was stomped on in his cell, a wide-scale investigation by Ontario’s ombudsman into excessive force in the province’s jails has revealed.
