OTTAWA — A former Ottawa pawnshop owner convicted of selling OxyContin to undercover police officers was handed what a judge called a “very generous” 18-month conditional sentence. Maofid Saikaley, 67, who represented himself during his trial this spring, had that he did not know OxyContin was addictive. He repeated that during his sentencing on Monday, comparing the police to “the mafia” and arguing that he was a victim of “entrapment.”
