A Casselman man with special needs who went missing in late September was found dead Wednesday, says Russell County Ontario Provincial Police. Richard Kennedy, 41, was reported missing on Sept. 22. He was last seen that day around 4:30 p.m. at his Jeanne-Mance Street home.
