OTTAWA — It bothered Dr. Liisa Jaakkimainen that everyone measures wait times for treatment by specialists, but not how long it takes to see the specialist in the first place. So she measured it, and now Ontario has a “baseline,” a first measurement that will allow analysis of future changes in health care.
