This seems to be a decent hotel. Write to the manager again and argue your point: the old lady could not have given explicit consent since she didn't understand any English. A normal person would not simply get rid of a bottle full of liquid (water, wine, whatever) even if it was laying on the hotel floor. It would be your words against the cleaning person/manager's. Threaten if you are not satisfied with the outcome, you would escalate the matter to its headquarters.

I went to the headquarter already since I couldn't get any positive outcome from the manager. The headquarter agreed to match my alcohol price in LBCO.

莫见过世面，刚开始只是心疼那口小酒，真香呀！！！ 后来上网一查才知道价格
