Clarence-Rockland voters oust mayor, three councillors after scandals

Clarence-Rockland needed took two extra hours of late-night voting, but voters threw out the sitting mayor and replaced seven of eight councillors in the scandal-plagued town council.

Challenger Guy Desjardins handily beat incumbent mayor Marcel Guibord by 5,617 to 2,209.

And of the eight former councillors, only one, Diane Choinière, retained her seat. Incumbent councillors in four other wards didn’t run this time, while three ran but were beaten by newcomers.

Voting was extended to 10 p.m. to cope with technical glitches in the voting system in the township just east of Ottawa.

Clarence-Rockland brought in a new system of voting by phone and Internet. Residents got an identification number and PIN number, but the town had to start over in the past week, when the mailouts inadvertently left the PIN through the envelope window.

Residents were asked to come into the town office and pick up new numbers. The township extended voting to avoid a crash that last-minute voting might cause.

The town has had a poisonous atmosphere in its administration for years.

First it fired its town manager, Daniel Gatien, in 2010. It cost the town $372,000 in severance and fees and Gatien quickly found a job in another municipality.

In 2011, Mayor Marcel Guibord told the Ontario Provincial Police that someone had stolen emails from his home computer. When detectives reviewed the contents of the emails, the direction of the criminal probe took a turn against the mayor. The emails allegedly reveal reveal a plot among the mayor, his former business partner, and two councillors to oust Gatien.

The anti-rackets squad laid charges of breach of trust by a public officer against Guibord, and also against Choinière and another councillor, and Guibord’s business partner. The charges have not been proven in court and the accused say they will defend themselves.

Last year, Gatien filed a defamation suit against the mayor.

Meanwhile council meetings turned into shouting matches as residents shouted at council members to resign. The mayor discussed having protesters arrested.

This year the council moved its meetings from Rockland to Clarence Creek, where the hall is smaller and fewer spectators can attend. It has led to a complaint that the meetings may not be legal.
