This is a lunar hibiscus (cao ben fu rong, two colours only: red and white): hardy, full-sun, well-drainage and acidic soil, dry-tolerant.
No, it is not 扶桑. fu rong's flower has 5-7瓣, 扶桑has many layers of small 瓣. Lunar hibiscus bush can grow to 1.2-1.5m tall and 1m cross in 3-5 years. Branch may need support with the heavy flowers, especially in rain. Flowering: late summer - early fall, a single flower lasts 1-1.5 days. Depending on the size and weather, gardeners can enjoy the bloom up to 1.5 months. Cut oof spent flowers immediately. Transplanting: wait until the bloom is over or blowers buds will fall off; dig a hole 4x the size of the root ball, put the root ball in the centre of the hole, cover the hole to 1/2 height with pre-mixed soil (black earth, manure, peat moss, sand, pine/spruce needle or saw dust or wood chips, slow-release fertilizer), water thoroughly to get rid of possible air pockets, then cover the hole fully and water thoroughly again.謝謝。可能只是扶桑。

I used to have one white and one red, giving over 500 blooms each in the 3rd year. After 5-7 years, dig it up, cut off old roots and replant.
