Three Ottawa police tactical officers are expected to be charged with criminal negligence by the province’s civilian police watchdog after a botched training explosion last summer injured paramedics and officers.

Staff Sgt. Marty Rukavina, Const. Serge Clement and Const. Carl Grimard have all been charged with criminal negligence causing bodily harm after a more than year-long investigation by the Special Investigations Unit into the June 2014 training explosion in Kanata.

Paramedics and tactical officers were injured in the explosion, which officers have described as a “fireball.” The joint-training exercise saw officers try to force entry into an abandoned training home using explosives.

Rukavina is no longer in the special weapons and tactics unit, though he was the acting staff sergeant at the time of the training exercise. Clement and Grimard are part of the chemical, biological, radiological, nuclear and explosives unit, a joint initiative between Ottawa police and the RCMP.

The Ministry of Labour has already charged the City of Ottawa and the Ottawa Police Services Board with 10 charges alleging inadequate education and training.
