Don’t insult Jacques Rouschop’s mother.

That was the lesson Ottawa-Carleton Detention Centre inmate James Billings learned the hard way after Rouschop – a career criminal who police are investigating in connection with the killing of an Ottawa prostitute – broke his nose after he disrespected Rouschop’s mom during a January card game at the Innes Road jail.

An Ottawa court heard Monday that the two men were seated at a picnic table when Billings made an offensive comment about Rouschop’s mother. The 350 lb. Rouschop, who is known by the nickname “Big Jack” on the street and “Porkchop” in jail, didn’t take kindly to the remarks. Up until his arrest, he had slept on his mother’s couch and took pride in providing for her, even if he had to steal, like he did with the year’s supply of cat food that filled their freezer.

Rouschop admitted to repeatedly striking Billings in the face, head and body with his right hand. Billings suffered a broken nose and swelling around his nose and eyes from the attack that was caught on surveillance video.

Billings was bleeding as he got up from the table and went to the washroom after the hitting stopped.

Rouschop got a towel to clean up the blood before he went into the washroom where Billings was tending to his injuries. Rouschop pushed him against the wall using both hands.

Court heard that Billings was assisted by a nurse at the jail before he was taken to hospital where he was treated for a fractured nasal bone and swelling around his eyes and nose. Billings refused to cooperative with police, court heard.

According to an agreed statement of facts, Rouschop’s mother had been helping Billings while he was in jail but had stopped.

A convicted sex offender, Rouschop is in jail awaiting trial on allegations of sexual assault against prostitutes.

“You can’t behave like this,” Ontario Court Justice Ann Alder told Rouschop after he pleaded guilty. “It’s not what your mother would want you to do.”

The jailhouse assault came after Ottawa police executed a search warrant on Rouschop’s mother’s home as part of their investigation into the slaying of Vanier prostitute Amy Paul. The 27-year-old’s body was found in a farmer’s field in September 2013. In a rare move, police publicly linked Rouschop to the investigation.

Police searched the home he shares with his mother for a grey cell phone, woman’s shoes and pants believed to belong to Paul. Police seized his Ford pickup truck and reported that they found Paul’s blood in the back seat – something Rouschop has called “all lies.”

Rouschop steadfastly maintains his innocence. He has never been charged with Paul’s killing.

In an interview with the Citizen, Rouschop said he was stealing lawn tractors the night Paul was killed.

According to Rouschop, he wanted to clear his name in the homicide investigation so his mother, whose blood pressure was high, could rest easy.
