I read this from that book. It is easy to blame the fault of an agency to government. Anybody who works for Government Agency should experience the same bureaucracy under Liberal or Tory Government. Bureaucracy is always there.
There is no problem hiring consultants, (why hiring consultant is a common question asked to those who apply for competition as a manager in the government), the problem is whether those consultants can deliver deliverables on time and within budget. Not because the consultant works for Liberal or Tory friendly consultant firms.
