Police charge 2 in phone scam, warn about online fraud

Ottawa police are warning users of Internet classified-ad sites to make sure devices they are buying, particularly cellphones, aren’t stolen property before they hand over any cash.

The warning came as police announced the arrest of two 17-year-old males after an investigation prompted by a complaint from an Ottawa-area youth who answered an online ad for a used phone on Jan. 23 and found out later that the phone was stolen.

Police said the 17-year-olds, who cannot be identified because they are minors, were arrested Friday in the 1700 block of Russell Road while attempting to sell another phone police allege was stolen. The pair are charged with fraud and other offences.

Police say potential phone buyers should check that a device’s international mobile station equipment identity (IMEI) number, which is unique to each cellular phone, is not present on a national “blacklist” of stolen phones. . There are several online tools that can be used to verify the IMEI of a cellphone. Blacklisted phones are blocked from use on Canadian wireless networks.

Police also caution people to meet in a public place to buy an item and to not to hand over payment until they have inspected the item.
