Reevely: Ottawa's new city manager starts laying off top bureaucrats

Admitting that the bureaucracy in Ottawa City Hall is short on “organizational effectiveness,” new city manager Steve Kanellakos is firing senior managers.

The former deputy city manager, rehired to the top job from a similar position he held briefly in Vaughan, told city council his plan to flatten the city bureaucracy, bust silos and make the city workforce more responsive on Wednesday. It begins with eliminating the two deputy city managers and a handful of other top jobs, and merging others.

Kanellakos has been on the job for about two months, much of which he’s spent consulting councillors, city staff and managers about what he ought to do. All the councillors and senior managers, and 71 per cent of the staffers he spoke to, told him that the city’s “organizational effectiveness” is a problem.

“I will begin, after we leave this meeting, the notification process to any staff that have been affected,” Kanellakos told councillors upon revealing his plan at the end of a regular city council meeting.

Both of Kanellakos’s current deputies are acting, not permanent; Kanellakos’s predecessor Kent Kirkpatrick left them unfilled so Kanellakos could decide what he’d do with them. The first person to head into Kanellakos’s office was John Moser, one of the acting deputies, whose regular job is as general manager of the city’s planning department.

The details of the reorganization were to be revealed publicly after the firings were finished Wednesday afternoon. Kanellakos said they’ll cost the city $1.29 million in severances immediately but will save $2.7 million over the next two-and-a-half years. Given what senior city managers make, that suggests about five jobs are being eliminated.

Once the reorganization is done and the remaining managers have a handle on their departments, they’ll be asked to save more money.
