Police force looking to promote new deputy chief from within

The Ottawa police board expects to find the force’s next deputy chief by the end of year, after posting the job internally only.

The board began the selection process Nov. 4, by sending an email to all eligible senior officers — inspectors who are promotable to superintendents and those officers already at the rank of superintendent. In total, only 11 officers are eligible for the position. The closing date for applications is Nov. 18, leaving senior officers with one week to apply. The board anticipates making a decision by the end of the year.

“The Police Services Board believes that the required leadership talent exists within the organization to fill this role,” the email said. “As a result, the Board is conducting its search internally.”

Police board chair Coun. Eli El-Chantiry told the Citizen Friday that the board will first determine interest internally and then “might go externally” if necessary. El-Chantiry said his preference is to see someone already in the local force be promoted.

“I’d like to do it internally,” he said. “We have good people working for us.”

The new deputy chief would replace Ed Keeley, who is set to leave his post by early 2017. Deputy Chief Jill Skinner and Chief Charles Bordeleau both accepted contract extensions in January. Skinner is on contract until 2018, while Bordeleau is set to remain chief until 2019.
