The federal government offered its first look Thursday inside the $863-million renovation job on Parliament Hill's West Block, the heritage building expected to act as the temporary home for the House of Commons for 10 years.

The rehabilitation of the West Block, which started in 2011 and is expected to be finished next year, is just the first step in a massive three-stage revitalization of the Parliamentary precinct's heritage buildings. After the West Block work is complete, work will begin first on the Centre Block and then the East Block.

Temporary House chamber a major change
In addition to the rehabilitation of the building, the biggest change is the construction of a glass-roofed infill structure in the covered courtyard that will welcome the House of Commons chamber.

The West Block will be the new home of the House of Commons chamber when work begins to restore the Centre Block.

During that time, the West Block will also take over a number of legislative functions, including housing four committee rooms and offices for the Prime Minister, House officers, party leaders and party whips.

Once the Centre Block work is complete, the West Block will revert to a parliamentary building, with 52 offices for Members of Parliament and their staff, and six committee rooms, including support functions.

You have to hope Gov. Gen. David Johnston and his wife, Sharon, are sound sleepers. With a summer of renovation work ahead at Rideau Hall — some around the clock — the viceregal couple might have trouble getting their requisite shut-eye.

According to tenders posted this month by the National Capital Commission, work will begin July 2 on two renovation projects at the official residence at 1 Sussex Dr.

One involves the removal of wall, flooring and ceiling material from eight rooms in the basement of Rideau Hall’s Monck Wing, built between 1865 and 1866.

The construction material in the eight rooms is “in disrepair,” the tender says, and needs to be replaced. Asbestos is thought to be present within the wall and ceiling plaster, which must be removed.

As well, floors “were noted to be very soft in some rooms and are suspected of being water damaged,” the NCC document says. “As such, mould is likely to be present under the floors.

“These rooms are to be demolished/renovated until reaching the masonry walls and the native ground below,” the tender states. The NCC was unable to answer questions Friday about the current use of the rooms.

The remediation work must be completed by Aug. 8, the tender says, and should be carried out not only during regular working hours but also between 6 p.m. and 6 a.m., and on Saturdays, Sundays and holidays, offering the viceregal tenants no respite.

It’s not the first time the NCC has had to deal with asbestos at Rideau Hall. Last year, contaminated material in an attic was removed as part of a multi-year program to eliminate “designated substances” from the six official residences under NCC management.

The other major Rideau Hall project this summer is the replacement of a three-decade-old elevator near the Princess Anne entrance. Work will continue until Aug. 29. Mercifully, the tender says nothing about a requirement for round-the-clock work.

Rideau Hall isn’t the only official residence getting a makeover this summer. The Farm, the Kingsmere resident of the Speaker of the House of Commons, is slated to get a new roof, according to a tender posted this week.

The 19th-century farmhouse, once owned by Mackenzie King, has been the Speaker’s official residence since 1955. Work is scheduled to begin Aug. 11 and finish Aug. 29.

No estimate of the cost of the three summer projects was available. But earlier this year, the NCC said it expects to spend $3.1 million on capital projects at official residences in 2014-15.

That’s $2.4 million less than the NCC budgeted for its official residence rehabilitation program last year, according to spending estimates tabled in Parliament in February.

So far, the NCC has announced no plans for renovations or repairs at the official residence in the worst repair: 24 Sussex, the home of the prime minister.

The work on the Governor General's residence includes remedial restoration on the front facade of the 100-year-old Mappin Wing, the original wood sash windows, the roof and the masonry sculptures.

Central air conditioningis also on tap for the Mappin wing and the ballroom, the commission said this week.

The NCC began taking interim measures last fall to ensure nothing would fall onthe Governor General's visitors.

"That investigative work identified the need to respond to health and safety concerns with regards to a few fragile elements in danger of falling off," said project manager Jerome Muller.

"The NCC in December of last year undertook some interim stabilization measures in the form of pinning and stabilizing some fractured elements."

Most of Rideau Hall will remain open to the public with the exception of the ballroom.

In the 2008 auditor general's report, the National Capital Commission said the home hadn't had major renovations in 50 years and needed $10 million of work.

又拖了8年,费用翻两番。
