A 10-year investigation by the Outaouais SPCA into the well-being of animals kept at a home in the northern Outaouais, has resulted in lifetime ban on animal ownership for a Quebec man.

The recent ruling by Quebec Judge Christine Auger, is the first such ban in Quebec, according the to SPCA de l’Outaouais.

Alain Marchand, a resident of Danford Lake, in the Kazabazua region about one hour north of Ottawa, was convicted of three counts of animal cruelty due to the condition of animals in his care.

He was fined $1,800 and criminal charges under Canada’s animal cruelty laws are still possible.

The Outaouais SPCA worked with the provincial Ministère de l’Agriculture des pêcheries et de l’alimentation.

They found malnutrition, severe injuries and neglect amongst many of the animals at his home, including at least four dogs.
