Thanks for your response, Freedom Mobile (Wind Mobile) replied today to my question of Mate 9's compatibility by email as follows. I still cannot quite understand why they claim Mate 9 is not compatible as the specs seem to be supporting.
They will launch up LTE next Spring in Ottawa, so will Mate 9 be compatible by then at least?

In order for a device to be compatible with Freedom Mobile’s 3G/4G (HSPA +) Network it needs to have both 1700 MHz and 2100 MHz frequencies and be unlocked. The information you have provided indicates that their supporting frequency is not compatible.
I apologize for any inconvenience, however as there are different variations for the same type of device I am unfortunately unable to confirm compatibility via email. As you do not have the device available to test out with one of our SIM cards, I can suggest reaching out to the manufacturer, or the seller of the device. I do also suggest doing some independent research online, this can be helpful to confirm if other users of this type of the device are able to use it with our network.
In order to use a device with our new LTE network, you would need to purchase a future ready device. We have multiple devices that are future-ready at this time such as the LG V20 and ZTE Grand X 4, and will be launching more future-ready devices throughout 2017.
