I am not sure if you have solved the issue or not. If not try following:
1. make phiscal cable connection correctly
2. run command
3. execute ipconfig /release_all
execute ipconfig /renew_all

Your machine will get the correct IP address that Rogers assigned to you after above operation. And then you should be able to get on the net.

I think the right command should be
IPCONFIG/release
ipconfig/renew
