If she lost her job after recorded 600+ working hrs, she is eligible to have EI. Parental leave is one of the reasons people could apply for EI benifit.

But if she doesn't lose her job, I mean she "leaves" the job due to she is having babies, won't she apply for "parental leave benefit" from Gov?

不要搞的那么复杂,如果她在工作的时候(满600小时52周内),有买EI,申请时可以提交ROE的表,和最后的工资证明,就可以申请。如果在还没申请EI就离职(包括资自愿离职,lay off和炒鱿鱼都一样),不管什么原因,都不太可能申请得到,除非医生给你开证明,证明你当时离职是因为Sickness而无法继续工作。
其他情况就看EI那里的人给不给了,你在这里问,谁都说不准,我们说给,他们不给,还是白问,去HRDC问问就知道了。

只要工作时间满了600小时,而且交了EI。肯定可以拿到Manterity leave and Parental leave的。无论你是什么原因离职,因为不可能fire你,只有因病不能胜任工作或者lay off,这两种情况肯定可以申请EI的。EI的钱数是55%的原来的工资,但是每周不超过413刀,跟普通EI的情况是一样算,如果没有任何employeer给的福利的话。
